UPSC Guidelines for Authorship Print E-mail

UPSC has a policy of ethical authorship. Therefore the UPSC board strongly recommends that all research groups within UPSC follow the guidelines outlined in the COPE report from 2003, derived from the International Committee of Medical Journal Editors (ICMJE).

The guidance from ICMJE states that:
Authorship credit should be based only on:
(1) substantial contributions to conception and design, or acquisition of data or analysis and interpretation of data;
(2) drafting the article or revising it critically for important intellectual content; and
(3) final approval of the version to be published.

Conditions (1), (2), and (3) must all be met. All individuals who meet these criteria should be designated as authors. All those who fulfill (1) should be consulted in drafting the article. Acquisition of funding, the collection of data, or general supervision of the research group, by themselves, do not justify authorship. Each author should have participated sufficiently in the work to take public responsibility for its content.

The UPSC board also strongly recommends that a document is prepared where the contribution and ordering of authors on the manuscript, and the contribution of all those who are acknowledged, is described in detail before the manuscript is submitted. This document should be signed by all authors and retained with the other documentation pertaining to the article. The generally accepted order for authorship in our research field is that the first author is the main contributor to the experimental work and the last author is the responsible PI and corresponding author. Furthermore, to minimize the risk of authorship problems, authorship discussions should be initiated when the research is planned, and these discussions should form part of the ongoing process of data collection and manuscript writing.

For additional information the COPE Report from 2003 and the International standards for authors report from 2010 detail general guidelines for the preparation of manuscripts and recommendations for ethical authorship.

How to handle authorship disputes at UPSC
1. The responsible PI and all potential co-authors should attempt to resolve the dispute within the research group. Any claim should be supported with evidence, such as the laboratory notebooks.
2. If it is not possible to find a solution within the group, contact the head of the Department.
3. Authorship disputes must be resolved at the institutional level and the head of the Department has the primary responsibility to handle such disputes. If he/she cannot resolve the issue in discussion with all parties, he/she should convene a committee consisting of 3-4 senior scientists from independent departments who assess the case and resolve the dispute. All data must be made available for assessment, such as laboratory notebooks, manuscripts, ICMJE statement and journal Instructions to Authors.
